Under Regulation (EU) No. 168/2013, pedal cycles with pedal assistance that meet the relevant conditions include an auxiliary electric motor with a maximum continuous rated power of no more than 250 W, where motor output stops when the rider stops pedalling and progressively reduces and finally cuts off before the vehicle reaches 25 km/h. Such pedal cycles are excluded from the regulation's type-approval scope.

At first glance, a Pedelec and a Speed Pedelec can look very similar.

Both use electric assistance. Both are designed around pedalling. Both can have similar motors, displays, batteries and controls.

The important difference is the level of motor assistance and, as a result, the vehicle's legal classification and road-use requirements.

My E-Bike Can Go Faster Than 25 km/h. Why Does the Motor Stop Helping?

Imagine riding on a flat road.

At 20 km/h, the motor is assisting you.

At 24 km/h, it is still assisting you.

As you approach the applicable assistance threshold, the motor output reduces.

Once you are above that threshold, the motor no longer provides the same assistance.

You can continue pedalling and increase your speed, but now more of the work comes from you.

That's why a standard Pedelec can physically travel faster than 25 km/h without automatically becoming a Speed Pedelec.

What Is E-Bike Tuning?

“Tuning” is used to describe several different modifications in the e-bike market.

In general, it can mean changing the way an e-bike's motor assistance behaves compared with its original configuration.

Depending on the system, that change may involve the controller, motor, display, software or another component.

This is where one distinction becomes especially important:

Being able to change a setting does not automatically mean the resulting vehicle is approved for public-road use in that configuration.
